There are many instances of speaking in tongues in the New Testament church. Contrary to what many believe, the church of the 21st century does speak in tongues by the power of the Holy Ghost.
Tongue speaking is not a sign of hysteria, confusion, or demonic possession when it is the Holy Ghost speaking. It is by tongues that God communicates: to show His power to the unbeliever, to relate His message and to edify the believers.

Other Tongues (Another Language)

Other tongues is an actual language "Other" than the language of the believer. When a believer is filled or moved by the Holy Ghost, he/she will "Speak" as the "Holy Ghost" gives the power to speak. It is the Holy Ghost that testifies the unbeliever has been approved of God to be a son.
Note that God confused the languages of the whole earth because they united for evil; therefore people of different languages are referred to as "tongues," kindred, and nations (Genesis 11:9). This is the tongues of men.
Romans 8:15 For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father.
Jesus is our perfect example of how God communicates in the spiritual realm. When Jesus was baptized to show the disciples what God was requiring from sinners, the Holy Ghost descended and remained upon him to show that "God approved of him as the Son of God." Everyone that follows Jesus into this type of death, receives the same witness. Also, God revealed to John the Baptist how to recognize the one who later baptizes believers with the Holy Ghost (John 1:32-33); When the Holy Ghost comes upon him and stays, this will be the same person that will give the Holy Ghost to others. Note also in the scriptures below that "God spoke from heaven" when the Holy Ghost came.
According to the scriptures, the testimony of Jesus Christ, and according to the witness of John the Baptist, when the Holy Ghost comes and abides on a person, "God will speak from heaven to testify that that person is "His son."
Luke 3:22 And the Holy Ghost descended in a bodily shape like a dove upon him, and a voice came from heaven, which said, Thou art my beloved Son; in thee I am well pleased.
And when the day of Pentecost was fully come, they were all with one accord in one place. Acts 2:1
And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. Acts 2:2
And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. Acts 2:3
And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance. Acts 2:4
Acts 19:6 And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.
Hear is the the reason for "the Other Tongues": God provides a witness to unbelievers of His power to save; His ability to come upon man and remain.
"Men of other languages" heard the Jews speaking in "their language". What they heard they understood because it was "their language" (Cretian/Arabic). What the Jews spake under the power of the Holy Ghost was, the declaration "Wonderful works of God."
Acts 2:11 Cretes and Arabians, we do hear them speak in our tongues the wonderful works of God.
This witness of "Other Tongues" gives us an assurance in our soul and mind, that when God comes into an individual "to remain", God Himself will provide a witness: He will speak through the individual a language the individual could not speak before.
Warning:   If the language is taught to the individual, it is not the Holy Ghost speaking, and therefore is not a testimony from God of adoption.

Gift of Tongues (Ministry)

This "Tongue" is a gift for the church for edification. When this tongue comes upon an individual, God will give the interpretation. Usually in the congregation if everyone speaks the same language, God will send prophesy and the individual will speak in his own language. However, at His own will, God will send forth tongues upon and individual to relate a message and He will send forth the interpretation to another. This is the "Gift of Tongues" and is for "spiritual profit or spiritual edification."
Also, the Apostle Paul did not eradicate tongue speaking in the church at Corinth, he proclaimed order in the church. Paul himself spoke in tongues and prophesied, however, he noted that that church had no order, but confusion, because people prophesied in tongues simultaneously and that without interpretation. Many at Corinth were becoming self-important because the Spirit was greatly demonstrated in them. Paul let them know that the Spiritual gifts were for the church, but individually they should let love be the main demonstration.
But the manifestation of the Spirit is given to every man to profit withal. 1 Cor. 12:7
For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit; 1 Cor. 12:8
To another faith by the same Spirit; to another the gifts of healing by the same Spirit; 1 Cor. 12:9
To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues: 1 Cor. 12:10
But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will. 1 Cor. 12:11
Every born again believer will have a demonstration of the Holy Spirit in their walk with God. No gift is more important than the other because they all come from the same spirit which is God; and every man will profit from that gift when it is demonstrated.

Unknown Tongue (Individual Edification)

The Apostle Paul declares he speaks with tongues in the present tense. Therefore, this demonstration of the spirit is not the "Other Language" that he spake with when the Holy Ghost initially came on him to remain and abide.
Paul knows his purpose in ministering in the spirit, it is to edify the church. "Unknown tongues" edify only himself. How can the church profit from God's message if they don't understand the message. That is plain and simple! So then, when Paul is praying and communicating to God throught the Spirit, then speaking in "Unknown tongues" is great; his own spirit is edified and encouraged. However, when in the presences of others, he wants to speak their language so they can benefit from the anointing.

The Spirit is Talking To God For You in "Unknown Tongues"
Romans 8:26 Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered.
Romans 8:27 And he that searcheth the hearts knoweth what is the mind of the Spirit, because he maketh intercession for the saints according to the will of God.
Faith Comes BY HEARING
Galatians 3:2 This only would I learn of you, Received ye the Spirit by the works of the law, or by the hearing of faith?
Romans 10:17 So then faith cometh by hearing, and hearing by the word of God.
Hearing Comes BY THE WORD OF GOD
John 16:13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.
Your Spiritual Ear is the Holy Ghost!

Praying in the Spirit Builds Up Your Faith and Renews Your Strength
Ephesians 3:16 That he would grant you, according to the riches of his glory, to be strengthened with might by his Spirit in the inner man;
Romans 15:13 Now the God of hope fill you with all joy and peace in believing, that ye may abound in hope, through the power of the Holy Ghost.
Ephesians 3:20 Now unto him that is able to do exceeding abundantly above all that we ask or think, according to the power that worketh in us,
We can never communicate in the flesh or in our natural minds. That is the purpose of the Holy Ghost: to give us understanding of spiritual things. The natural man can't understand spiritual things. Anyone can go to learning institutions and get something out of it, but you can't "Get an understanding" of God's kingdom by natural institutions. You must have the Holy Spirit. Many are deceived because they follow teachers who are not called of God, not sent of God, and are not filled with His Spirit. Therefore all they learn from these teachers are their opinions or individual understandings of the bible.
Just as God speaks to us by His Spirit, we speak to Him by His spirit. God knows our heart, and judges all matters great and small. Since He knows what we need, He knows what to ask "for us."
